What permits are needed for renovations in Palma?
It depends on whether you're altering the layout, structure, facade, or general installations. Changing floors, tiles, kitchens, or bathrooms without moving partitions or downpipes requires prior notification. Creating openings, altering a load-bearing wall, modifying the facade, or changing the building's use requires a major works permit with a project plan prepared by a qualified professional.
And there are two municipal procedures that almost no one includes among the building permits, but which are essential in Palma:
- License to occupy public roads If the rubble container, sack, or scaffolding is placed on the street, a permit must be requested at least 72 hours in advance and is not covered by the building permit.

What needs to be resolved with the community before we begin?
The owner can renovate inside their apartment without asking permission from the community, but article 7.1 of the Horizontal Property Law it requires prior notification of the works to the person representing the organization. Notifying is not the same as asking for permission: the president cannot deny permission for a project that the law allows.
You do need a resolution of the owners' meeting when the work touches something that is not yours: opening a hole in the façade, diverting a communal soil stack, hanging the outdoor air conditioning unit or working in a light well. That last point —air conditioning on the façade without agreement— is probably the number one cause of neighbour disputes during renovation work in Palma, and the association can require its removal. When NOT to renovate an apartment in Palma
We say this even if it means we'll lose the job, because we'd rather lose a project than do one we know will turn out badly:
- When the building has an unresolved structural or facade problem. Renovating your apartment while the building needs work is paying twice: the community's work will reopen what you just closed.
- When the property is going to be sold in a few months and there are plans to renovate "everything a little". There, money only goes towards kitchens, bathrooms, and eliminating signs of technical problems.
